# Property Management in Celebration, FL — Airbnb & Short-Term Rentals

Celebration's community charter sets a one-year minimum initial lease for most homes, so it is a long-term rental town rather than a nightly one. We manage annual leases here and say so plainly.

## Short-term rental and Airbnb management in Celebration

Celebration is a planned town in Osceola County with its own downtown, village neighborhoods and a hospital campus. Osceola County first approved it as a Development of Regional Impact on March 1, 1994, and the county’s [Celebration DRI page](https://www.osceola.org/Doing-Business/Community-and-Economic-Development/DCIs-and-DRIs/Celebration-DRI) notes the DRI was rescinded on January 12, 2015, with a Planned Development amendment approved at the same time.

For an owner, the defining fact is the community charter. Homes in Celebration’s residential properties are governed by the Celebration Residential Owners Association, and its rules are built for residents and long-term tenants. That makes property management in Celebration mostly about annual leases, not nightly bookings.

## Where guests come from

- Hospital staff and patients’ families. [AdventHealth Celebration](https://Adventhealth.com/sites/default/files/assets/AdventHealth_Celebration_Campus_Map.pdf) is at 400 Celebration Place. Clinicians on assignment and relocating staff look for leases close to work.
- Students and faculty. Osceola County’s comprehensive plan names [Stetson University’s Celebration campus](https://library.municode.com/fl/osceola_county/codes/comprehensive_plan?nodeId=OSCEOLA_CO_COMPREHENSIVE_PLAN_CH16ECDEEL_GOAL_16-1ECSTGR_OBJECTIVE_16-1.4WOEDWAEN_POLICY_16-1.4.1COVAEDIN) among the educational institutions the county coordinates with.
- Families relocating to Central Florida. A one-year lease, the charter’s minimum, lets a household try the town before deciding whether to buy.

## Celebration short-term rental rules

Florida requires a vacation rental license from the DBPR Division of Hotels and Restaurants for transient stays under [§509.241](https://www.leg.state.fl.us/Statutes/index.cfm?App_mode=Display_Statute&URL=0500-0599%2F0509%2FSections%2F0509.241.html). In Celebration, the private covenants are the tighter limit.

The [Celebration Community Charter’s Exhibit C Rules](https://celebration.fl.us/wp-content/uploads/Celebration-Charter-Exhibit-C-Rules-approved-CROA-Board-28-Aug-2024-Final.pdf) were last updated by the association’s board on August 28, 2024. Rule 7 says every lease must have an initial term of at least one year, except with the board’s prior written consent or where a supplement or other covenant allows something different. No unit may be run as a boarding house, bed and breakfast or similar accommodation for transient tenants, and single rooms cannot be leased on their own.

Rule 7 also caps leasing at two separate tenants in any 12-month period and requires the owner to send the board the lease within 10 days of signing, with a $1,000 fine for failing to do so. Rule 12 makes advertising a prohibited use a violation, and it names short-term rental ads as an example.

Some condominiums and service areas have their own supplements, which are listed on the association’s [governing documents page](https://celebration.fl.us/celebration-governing-documents/). Outside the charter, Osceola County’s [Land Development Code 3.12.2](https://library.municode.com/fl/osceola_county/codes/land_development_code?nodeId=LAND_DEVELOPMENT_CODE_CH3PESIST_ART3.12OVDIDEST_3.12.2SHRMREOV) allows short-term rental only in a Planned Development inside the county’s Short-Term Rental Overlay. We read both before giving an owner an answer.

## Taxes on Celebration vacation rentals

If a stay of six months or less is permitted, it owes Florida’s 6% sales tax under [§212.03](https://www.leg.state.fl.us/Statutes/index.cfm?App_mode=Display_Statute&URL=0200-0299%2F0212%2FSections%2F0212.03.html), Osceola’s 1.5% surtax per [DR-15DSS](https://www.floridarevenue.com/Forms_library/current/dr15dss.pdf), and Osceola County’s 6% tourist development tax per [DR-15TDT](https://www.floridarevenue.com/Forms_library/current/dr15tdt.pdf) (R. 10/26).

[Osceola Code §13-61(e)](https://library.municode.com/fl/osceola_county/codes/code_of_ordinances?nodeId=PTIIOSCOCOOR_CH13LITAMIBURE_ARTIIITODETA_S13-61LECO) exempts a tenant on a bona fide written lease of more than six months, so a standard Celebration annual lease falls outside the county tourist tax.

## How Florida Hosts manages Celebration rentals

Florida Hosts keeps its own cleaning and maintenance staff across Florida, so Celebration homes are looked after by our people between tenants. Guests and tenants can reach us 24/7.

In Celebration, we steer owners toward what the charter allows: annual leases handled with licensed broker partners, and furnished mid-term stays only where the board has given written consent. We do not offer Airbnb management or short-term rental management for a Celebration home unless its governing documents permit it, and we will show you the clause either way. Where they do, our short-term fee is 18–25% of booking revenue, quoted in writing.

The rules

## Celebration vacation rental rules

Celebration is an unincorporated Osceola County community. Its Community Charter's Exhibit C Rules (Rule 7, updated by the CROA board on August 28, 2024) require an initial lease term of at least one year unless the board consents in writing or a supplement or covenant provides otherwise, set a three-month minimum for garage apartments, cap leasing at two separate tenants in any 12-month period, and bar transient accommodation. Rule 12 prohibits advertising short-term rentals where the charter does not authorize them. Outside the charter, Osceola County's code allows short-term rental only in a Planned Development inside its Short-Term Rental Overlay (LDC 3.12.2).

Common questions

## Celebration vacation rental management — FAQs

Is Airbnb legal in Celebration?

For most homes, no. Rule 7 of the Celebration Community Charter's Exhibit C Rules, last updated by the Celebration Residential Owners Association board on August 28, 2024, requires every lease to have an initial term of at least one year unless the board consents in writing or a supplement or other covenant allows otherwise. It also bars using any unit as a boarding house, bed and breakfast or similar accommodation for transient tenants.

What taxes apply to short-term rentals in Celebration?

Where a stay of six months or less is allowed, it owes Florida's 6% sales tax (§212.03), Osceola County's 1.5% discretionary sales surtax (DOR form DR-15DSS) and Osceola County's 6% tourist development tax (DOR form DR-15TDT, R. 10/26). Annual leases longer than six months under a bona fide written lease are outside the county tourist tax under Osceola Code §13-61(e).

Can I list my Celebration home on Airbnb and see if anyone complains?

No. Rule 12 of the Exhibit C Rules says advertising a use the charter prohibits, such as short-term rentals where they are not authorized, is itself a violation, whether on the internet or anywhere else.

What paperwork does the association need when I lease my home?

Under Rule 7, the owner must give the board notice of the lease, a copy of it and any other information the board requires within 10 days of signing. The rules set a $1,000 fine for failing to do so, and the owner must give the tenant copies of the charter, by-laws and rules.

Can I rent out a garage apartment in Celebration?

Rule 7 lets a garage apartment be leased separately, with an initial term of at least three months, and no garage apartment or home may be leased to more than two separate tenants in any 12-month period.
