St. Pete Beach writes its rental rules district by district: no transient use in the RU and RLM zones, three short stays a year in RM and Pass-a-Grille, and hotels and resort condos for nightly guests.

## Short-term rental and Airbnb management in Indian Rocks Beach

Unlike St. Pete Beach, Madeira Beach or the City of Clearwater, Indian Rocks Beach permits short-term rentals in its residential districts. The trade-off is a detailed city program: registration for every unit, inspections, posted rules, parking plans and firm occupancy caps.

For owners, property management in Indian Rocks Beach is mostly about running that program cleanly. The city keeps an online registry and code enforcement reports, so a vacation rental that misses a renewal or over-advertises its capacity is easy to spot.

## Where guests come from

- **The beach and its history.** The city’s [history page](https://www.indian-rocks-beach.com/about/history-of-indian-rocks-beach/) describes a laid-back beach town where many early cottages still stand, with historical markers mostly along Gulf Boulevard.
- **The Narrows.** The first bridge from the mainland, completed in 1916, crossed at the Narrows, where a plaque now marks the spot, according to the [city’s history](https://www.indian-rocks-beach.com/about/history-of-indian-rocks-beach/).
- **Indian Rocks Historical Museum.** The museum sits in Chic-A-Si Park, per the [same city page](https://www.indian-rocks-beach.com/about/history-of-indian-rocks-beach/).
- **Nearby county beaches.** Pinellas County’s [Sand Key Park](https://pinellas.gov/parks/sand-key-park/) and the Clearwater beaches are to the north along Gulf Boulevard.
- **Air access.** [St. Pete-Clearwater International Airport](https://www.fly2pie.com/) is the closest airport.

## Indian Rocks Beach short-term rental rules

The city adopted [Ordinance 2023-02](https://www.indian-rocks-beach.com/government/vacation-rental-information/) on May 9, 2023, and the city set August 1, 2023 as its official start date. The main requirements are in Chapter 18 of the code:

- **Registration.** [Section 18-204](https://library.municode.com/fl/indian_rocks_beach/codes/code_of_ordinances?nodeId=SPAGEOR_CH18BU_ARTVVARERE_DIV2VAREREREPEAD_S18-204RERE) requires a separate registration for each vacation rental unit. It is valid for one year and is not approved until the property passes inspection by the city and the fire district.
- **Occupancy.** Under [§18-216](https://library.municode.com/fl/indian_rocks_beach/codes/code_of_ordinances?nodeId=SPAGEOR_CH18BU_ARTVVARERE_DIV3STREVARE_S18-216MAOCBASICALI), overnight occupancy is two persons per bedroom plus two in a common area, capped at 10 in the S, RM-1 and RM-2 districts and 12 in the CT district.
- **Advertising.** Listings must match the registration, including maximum occupancy and available parking.
- **Response time.** The responsible person must respond to complaints within one hour and keep a record of each complaint for two years.

The zoning code adds that short-term vacation rentals are permitted in all residential districts once the owner has a DOR certificate, a DBPR license where [§509.241](https://www.leg.state.fl.us/Statutes/index.cfm?App_mode=Display_Statute&URL=0500-0599%2F0509%2FSections%2F0509.241.html) requires one, and a city business tax receipt.

## Taxes on Indian Rocks Beach vacation rentals

Stays of six months or less owe Florida’s 6% sales tax ([§212.03](https://www.leg.state.fl.us/Statutes/index.cfm?App_mode=Display_Statute&URL=0200-0299%2F0212%2FSections%2F0212.03.html)) and any applicable county discretionary sales surtax. Pinellas County’s 6% tourist development tax is listed on the [DR-15TDT chart](https://www.floridarevenue.com/Forms_library/current/dr15tdt.pdf) (R. 10/26) as county-collected, and the city’s vacation rental page reminds owners to register for it.

Common questions

## Indian Rocks Beach vacation rental management — FAQs

Is Airbnb legal in Indian Rocks Beach?

Yes, with city registration. Ordinance 2023-02 requires a vacation rental registration for each unit, issued only after the property passes inspection, and renewed every year. Short-term vacation rentals are permitted in the S, RM-1 and RM-2 residential districts if the owner holds a DOR certificate, a DBPR license where required, and a city business tax receipt.

What taxes apply to short-term rentals in Indian Rocks Beach?

Florida's 6% sales tax (§212.03), any applicable county discretionary sales surtax, and Pinellas County's 6% tourist development tax (DOR form DR-15TDT, R. 10/26). The city's vacation rental page also tells owners to register for the 6% Pinellas County tax.

How many guests can stay in an Indian Rocks Beach vacation rental?

Two people per bedroom plus two in a common area, up to 10 overnight guests in the S, RM-1 and RM-2 districts and 12 in the CT district. Rentals operating when the ordinance passed were given a temporary higher cap for two calendar years.

What are the city's registration fees?

The city's vacation rental page lists fees adopted by Resolution 2026-16, effective October 1, 2026: $600 for a new or renewal registration, $150 for an inspection, plus business tax receipt fees. Check the city page for the current schedule.

Does renting affect a homestead exemption?

The city warns that renting a dwelling can put the homestead exemption at risk and that the Property Appraiser may assess back taxes. Owners who live in the home should check with the Pinellas County Property Appraiser before listing.
