## Short-term rental and Airbnb management in Key Largo

Key Largo is not one of the [five municipalities](https://www.monroecounty-fl.gov/1226/Municipalities) in Monroe County, so its rental rules come from the county’s Land Development Code. That code defines a vacation rental as a tenancy of less than 28 days, and whether a house can host one depends on its zoning district rather than on the owner’s plans.

So property management in Key Largo begins with the map. Homes in districts that allow vacation rentals can carry a county permit, and that is where our short-term rental management and Airbnb management apply. Homes in districts that do not allow them rent for 28 days or longer, which suits furnished monthly stays and annual leases.

## Where guests come from

Divers and snorkelers come for the reef. [John Pennekamp Coral Reef State Park](https://www.floridastateparks.org/parks-and-trails/john-pennekamp-coral-reef-state-park), at 102601 Overseas Highway, describes itself as the country’s first undersea park, and it sits within the [Florida Keys National Marine Sanctuary](https://floridakeys.noaa.gov/), which protects the only coral barrier reef in the continental United States.

On land, [Dagny Johnson Key Largo Hammock Botanical State Park](https://www.floridastateparks.org/parks-and-trails/dagny-johnson-key-largo-hammock-botanical-state-park), off County Road 905 at Mile Marker 106, holds one of the largest tracts of West Indian tropical hardwood hammock in the country. For medical care, [Baptist Health Mariners Hospital](https://baptisthealth.net/locations/hospitals/mariners-hospital) in nearby Tavernier serves the Upper Keys with 24/7 emergency services and a helipad.

## Key Largo short-term rental rules

Under [Monroe County Code §130-83](https://library.municode.com/fl/monroe_county/codes/land_development_code?nodeId=CH130LAUSDI_ARTIIIPECOUS_S130-83IMSUDIIS), vacation rentals are prohibited in all Improved Subdivision (IS) districts, except IS-V districts and gated communities with controlled access and an association that regulates or manages rentals. The county’s [vacation rental page](https://www.monroecounty-fl.gov/701/Special-Vacation-Rental-Program) lists IS, IS-M and Urban Residential Mobile Home as districts where short stays are unlawful, and links to a GIS map for checking an address.

Where they are allowed, [§134-1](https://library.municode.com/fl/monroe_county/codes/land_development_code?nodeId=CH134MIRE_ARTIINGE_S134-1VAREUS) requires an annual special vacation rental permit for each unit ($1,040 per the county) and a licensed vacation rental manager ($340). Before a permit is issued, owners within 300 feet get certified-mail notice at least 30 days ahead, and code enforcement inspects the home. The county also requires an annual fire and life safety inspection.

Day-to-day rules are specific. One parking space per bedroom plus one boat trailer space, no vehicles on the street, no more than one motorized watercraft, four covered trash containers, quiet hours from 10 p.m. on weeknights, and the manager’s details posted where they can be read from the front property line. The permit does not transfer to a buyer, and violations are second-degree misdemeanors with fines of up to $500 per day.

Homes with a permit also need a state [DBPR vacation rental license](https://www.leg.state.fl.us/Statutes/index.cfm?App_mode=Display_Statute&URL=0500-0599%2F0509%2FSections%2F0509.241.html) and a Florida sales tax number, which the county code lists as part of the permit application.

## Taxes on Key Largo vacation rentals

In Key Largo the rent on any stay up to six months is taxed three ways: Florida’s 6% sales tax under [§212.03](https://www.leg.state.fl.us/Statutes/index.cfm?App_mode=Display_Statute&URL=0200-0299%2F0212%2FSections%2F0212.03.html), a 1.5% Monroe County surtax ([DR-15DSS, 2026](https://floridarevenue.com/Forms_library/current/dr15dss_26.pdf)) and Monroe County’s 5% tourist development tax ([DR-15TDT](https://floridarevenue.com/Forms_library/current/dr15tdt.pdf)). The [Monroe County Tax Collector](https://monroetaxcollector.com/services/tdt/) collects the tourist tax and says online platforms do not remit it, so the owner or manager has to file it. Every rental, short or long, also needs a county business tax receipt.

## How Florida Hosts manages Key Largo rentals

Florida Hosts helps Key Largo owners register the DBPR license, state sales tax number and Monroe County tax accounts the permit application asks for. We confirm a home’s zoning district before anything else, then handle the permit file, the neighbor notice, inspections, guest and vehicle registers, and 24/7 guest communication, with our own cleaning and maintenance staff.

Where the district rules out short stays, the home rents furnished for 28 days or more, or on an annual lease arranged through licensed brokers. Short-term management is priced at 18–25% of booking revenue, written into your quote, and a free projection for your address takes one business day.

The rules

## Key Largo vacation rental rules

Key Largo is unincorporated, so Monroe County's Land Development Code applies. A vacation rental is a tenancy of less than 28 days; it is prohibited in Improved Subdivision districts except IS-V districts and gated communities with controlled access and an association that regulates rentals (§130-83). Where allowed, each unit needs an annual, non-transferable special vacation rental permit, a county-licensed vacation rental manager, certified-mail notice to owners within 300 feet, a code enforcement inspection, one parking space per bedroom, and posted contact details (§134-1).

Common questions

## Key Largo vacation rental management — FAQs

Is Airbnb legal in Key Largo?

It depends on the zoning district. Monroe County prohibits rentals of less than 28 days in its Improved Subdivision (IS), IS-M and Urban Residential Mobile Home districts, except in IS-V districts and in gated communities with controlled access and an association that regulates vacation rentals. Where they are allowed, the owner needs an annual special vacation rental permit and a licensed vacation rental manager (Monroe County Code §134-1).

What taxes apply to short-term rentals in Key Largo?

Key Largo guests staying six months or less pay 12.5% on rent: Florida's 6% sales tax (§212.03), the 1.5% Monroe County surtax (DR-15DSS, 2026) and the county's 5% tourist development tax (DR-15TDT). The tourist tax is paid to the Monroe County Tax Collector, which says Airbnb and VRBO do not remit it for owners.

Do I need a local manager for a Key Largo vacation rental?

Yes. Every permitted unit must have a vacation rental manager licensed by the county Planning Department who lives in, and is licensed for, the section of the Keys where the home sits. The manager must be reachable 24 hours a day and respond to a complaint within one hour.

Can I rent my Key Largo home if short stays are not allowed in my district?

Yes, for 28 days or more. The county asks owners in those districts to advertise a 28-day minimum with monthly rates and to rent for 28 or more consecutive days to the same tenant. A county business tax receipt is required for every rental, short or long.

What does vacation rental management cost in Key Largo?

For a permitted Key Largo home we charge 18–25% of booking revenue, in a written quote. Owners can request a free projection of rental income and receive it within one business day.
