## Short-term rental and Airbnb management on Okaloosa Island

Okaloosa Island is the developed stretch of Santa Rosa Island in Okaloosa County, across the Brooks Bridge from downtown Fort Walton Beach. The county’s [permit guide for the island](https://myokaloosa.gov/sites/default/files/users/gmuser/okaislappr.pdf) explains that it is platted as the “Subdivision of Santa Rosa Island” and governed by leasehold covenants as well as county code. Most rental stock is Gulf-front and sound-front condos along Miracle Strip Parkway and Santa Rosa Boulevard, with a smaller number of houses.

That leasehold history is why property management in Okaloosa Island’s condo towers and houses starts with a map. One part of the island is closed to transient rentals by its covenants, while condo towers elsewhere are built for them.

## Where guests come from

The beach is the reason most guests come, and the island has public access at several county parks. The Gulfarium Marine Adventure Park sits on Miracle Strip Parkway, and the Okaloosa Island Fishing Pier reaches into the Gulf beside The Boardwalk’s restaurants. The county’s permit guide places the island’s visitor welcome center beside Beasley Park.

On the Choctawhatchee Bay side, the Okaloosa Area of Gulf Islands National Seashore is a sound-side day-use beach. Guests fly into [Destin–Fort Walton Beach Airport (VPS)](https://www.flyvps.com/) on the mainland. Visitors to Eglin Air Force Base and Hurlburt Field book here too, and HCA Florida Fort Walton-Destin Hospital is just over the bridge.

## Okaloosa Island short-term rental rules

[Okaloosa County’s one-page summary](https://myokaloosa.com/sites/default/files/STR%20one%20pager.pdf) on short-term rentals says the Legislature has preempted the county: it cannot prohibit short-term rentals or regulate their duration or frequency under [§509.032(7)](https://www.leg.state.fl.us/Statutes/index.cfm?App_mode=Display_Statute&URL=0500-0599%2F0509%2FSections%2F0509.032.html). It names one exception. The Okaloosa Island Covenants and Restrictions limit uses within any B-1 Private Residential Area and prohibit residences there from being “rented to transients,” and the county says that restriction predates the 2011 preemption and is grandfathered.

The county’s [short-term rental page](https://myokaloosa.gov/node/407) directs owners who are unsure whether a property is in a restricted area to its Growth Management office, which holds the map and the covenants. Outside those areas, vacation rentals need the state [DBPR vacation rental license](https://www.leg.state.fl.us/Statutes/index.cfm?App_mode=Display_Statute&URL=0500-0599%2F0509%2FSections%2F0509.241.html) and tax accounts, and condo units follow their association’s rules.

Building work is its own step. The county’s permit guide says development projects on the island need review by the Okaloosa Island Leaseholders Association Architectural Review Committee, so that the protective covenants are met.

## Taxes on Okaloosa Island vacation rentals

Stays of six months or less carry Florida’s 6% sales tax under [§212.03](https://www.leg.state.fl.us/Statutes/index.cfm?App_mode=Display_Statute&URL=0200-0299%2F0212%2FSections%2F0212.03.html) and Okaloosa County’s 1% surtax from the [DR-15DSS for 2026](https://floridarevenue.com/Forms_library/current/dr15dss_26.pdf).

Okaloosa County’s 6% tourist development tax, listed on the state’s [DR-15TDT chart](https://floridarevenue.com/Forms_library/current/dr15tdt.pdf), is collected by the county rather than the state. The county’s page says it applies to every guest renting for six months or less and is filed through the Clerk’s online portal.

## How Florida Hosts manages Okaloosa Island rentals

Florida Hosts helps island owners with licensing and registration: the DBPR license, the state sales tax account and the county tourist tax account. On Okaloosa Island, we confirm the property’s covenant area with the county before anything else, then handle Airbnb management: listings, pricing, the tax filings and 24/7 guest communication.

Condo turnovers are done by our own cleaning and maintenance staff. Short-term rental management is 18–25% of booking revenue, quoted in writing. Where nightly rentals are not allowed, or an owner prefers steadier income, we manage mid-term and long-term leases with licensed brokers handling the leasing. The rules

## Okaloosa Island vacation rental rules

Okaloosa County says state law prevents it from prohibiting short-term rentals or regulating their duration or frequency, except on parts of Okaloosa Island. There, the Okaloosa Island Covenants and Restrictions limit uses within any B-1 Private Residential Area and prohibit residences from being "operated as a group or rented to transients"; the county states this restriction predates the 2011 legislative preemption and is grandfathered. Owners are directed to the county's Growth Management office to confirm whether a property lies in a restricted area. Vacation rentals also need a DBPR license and Okaloosa tourist tax registration.

Common questions

## Okaloosa Island vacation rental management — FAQs

Is Airbnb legal on Okaloosa Island?

It depends on where the property sits. Okaloosa County's own summary says state law stops the county from prohibiting short-term rentals, with one exception: the Okaloosa Island Covenants and Restrictions limit uses in any B-1 Private Residential Area and prohibit residences there from being rented to transients. The county treats that rule as grandfathered because it predates the 2011 preemption. Outside B-1 areas, a Florida DBPR vacation rental license and tax registration are required.

What taxes apply to short-term rentals on Okaloosa Island?

Stays of six months or less carry Florida's 6% sales tax (§212.03), Okaloosa County's 1% discretionary sales surtax (DR-15DSS, 2026) and Okaloosa County's 6% tourist development tax (DR-15TDT). The tourist tax is registered and paid through the Okaloosa County Clerk's online portal.

How do I know if my Okaloosa Island property is in a B-1 area?

Okaloosa County's short-term rental page tells owners to contact its Growth Management office, which keeps the map and the island's protective covenants. We ask for that confirmation in writing before we list a property.

Do I need approval to renovate a rental on Okaloosa Island?

Often, yes. The county's permit guide for the island says development projects go through the Okaloosa Island Leaseholders Association Architectural Review Committee so the protective covenants are met. Interior renovations of a single-family home that change nothing outside are treated as incidental and handled by county staff.
