## Short-term rental and Airbnb management in Orlando

Orlando is two rental markets that share one mailing address. Inside the City of Orlando, the city’s zoning code decides what can be rented and for how long. Many homes with an Orlando address sit in unincorporated Orange County, where the county’s zoning applies instead. The [city’s own fact sheet](https://www.orlando.gov/files/sharedassets/public/departments/edv/city-planning/factsheets_shorttermrentals.pdf) tells owners to check the Municipality field on the Orange County Property Appraiser site before anything else.

That makes property management in Orlando different from the resort areas south of the city. Inside the city, Airbnb management usually means a hosted home share, where the owner or a long-term tenant lives on site. A whole home inside the city is usually better set up for stays of 30 days or longer, which the city treats as an ordinary residential rental.

## Where guests come from

Guests come for conventions, games, concerts and medical care. [Orlando International Airport (MCO)](https://www.flymco.com/) handles the flights. The [Orange County Convention Center](https://newsroom.ocfl.net/directory/convention-center/) at 9800 International Drive brings trade-show crowds, and the county lists it about 12 miles from the airport.

The city owns the big event venues. The [Kia Center](https://www.orlando.gov/Our-Government/Departments-Offices/Venues) is home to the Orlando Magic and the Orlando Solar Bears, and Camping World Stadium hosts the Citrus Bowl and the Monster Jam World Finals. Downtown, [Lake Eola Park](https://www.orlando.gov/Parks-the-Environment/Directory/Lake-Eola-Park) has swan boats, the Walt Disney Amphitheater and the Sunday Orlando Farmers Market.

Hospitals bring the longer stays. [Orlando Health Orlando Regional Medical Center](https://www.orlandohealth.com/facilities/orlando-regional-medical-center/about-us) is a Level One trauma center downtown, and [AdventHealth Orlando](https://globalrobotics.adventhealth.com/global-robotics-institute/about-institute/adventhealth-orlando) runs its flagship campus at 601 East Rollins Street. The [Orlando VA Medical Center](https://www.va.gov/orlando-health-care/locations/orlando-va-medical-center/) is in Lake Nona. Visiting clinicians and patients’ families often look for furnished homes for weeks at a time.

## Orlando short-term rental rules

The city defines a short-term rental as any stay under 30 days, and every short-term use must be registered. [Orlando Code §58.989](https://library.municode.com/fl/orlando/codes/code_of_ordinances?nodeId=TITIICICO_CH58ZODIUS_PT5ACUSST_5B_19_OWCUHOSH), adopted by Ordinance 2018-3, allows owner-occupied home sharing only for hosted visits. The owner or tenant must live on the property and be present, only one booking is allowed at a time, and a booking is capped at four unrelated people or two per room, whichever is less. Leasing out an entire dwelling for short stays is not allowed, except one half of a duplex when the owner lives in the other half.

Registration under §58.990 needs two proofs of residency, notarized permission if the host is a tenant, and the bedroom count. The [city’s application page](https://www.orlando.gov/Building-Development/Planning-Approvals/Apply-for-Home-Sharing-Registration) says no more than half the bedrooms may be rented, permits last one year, and an interior inspection is required each year. The approval has to appear on every online listing, and homes in a mandatory HOA need an approval letter from it.

A whole-home rental of 7 to 29 days is a Commercial Dwelling Unit. The city allows those only in O-3, MU or AC zoning, never in residential (R) districts, and a stay under seven days counts as a motel. In unincorporated Orange County, the [county’s zoning FAQ](https://www.ocfl.net/zoning) limits rentals of 179 days or less to commercial and industrial districts or planned developments that expressly allow them, and single-family stays under 30 days to the R-3 district.

Florida law limits local bans adopted after June 1, 2011 ([§509.032(7)(b)](https://www.leg.state.fl.us/Statutes/index.cfm?App_mode=Display_Statute&URL=0500-0599%2F0509%2FSections%2F0509.032.html)). The city and county enforce their codes as written, so we do too, and we will not list a whole home for under 30 days on residential land.

## Taxes on Orlando vacation rentals

Stays of six months or less carry Florida’s 6% sales tax under [§212.03](https://www.leg.state.fl.us/Statutes/index.cfm?App_mode=Display_Statute&URL=0200-0299%2F0212%2FSections%2F0212.03.html) and Orange County’s 0.5% discretionary sales surtax on the state’s [DR-15DSS for 2026](https://floridarevenue.com/Forms_library/current/dr15dss_26.pdf).

Orange County adds a 6% tourist development tax, listed on the [DR-15TDT chart](https://floridarevenue.com/Forms_library/current/dr15tdt.pdf) as collected by the county rather than the state. Orlando’s home-sharing code makes remitting both taxes a condition of registration.

## How Florida Hosts manages Orlando rentals

In Orlando we start by confirming whether a home is in the city or the county and what its zoning allows, then set it up the right way: a registered home share, a Commercial Dwelling Unit where zoning permits, or a furnished home for stays of 30 days or more.

Our short-term rental management and Airbnb management cover pricing, listings and 24/7 guest communication, and our own cleaning and maintenance staff handle turnovers. For hosted home shares and Commercial Dwelling Units, the fee is 18–25% of booking revenue, set out in a written quote. Mid-term and long-term rentals are managed with licensed brokers handling the leasing, and a free rental projection arrives within one business day.

The rules

## Orlando vacation rental rules

Inside the City of Orlando a short-term rental is any stay under 30 days. Hosted home sharing is allowed in residential zoning when the owner or tenant lives on site and is present, takes one booking at a time, rents no more than half the bedrooms and registers with the city every year (Code §§58.989–58.990, with an interior inspection). Whole-unit stays of 7 to 29 days are allowed only as Commercial Dwelling Units in O-3, MU or AC zoning. In unincorporated Orange County, rentals of 179 days or less are limited to C-1, C-2, C-3 and industrial districts or planned developments that expressly allow them, and single-family stays under 30 days to the R-3 district.

Common questions

## Orlando vacation rental management — FAQs

Is Airbnb legal in Orlando?

Inside city limits, only in limited forms. Orlando Code §58.989 allows owner-occupied home sharing: the owner or tenant lives on the property, is present for the visit, takes one booking at a time and rents no more than half the bedrooms, after registering with the city (§58.990). Renting an entire home for under 30 days is not allowed in residential zoning; whole-unit stays of 7 to 29 days are possible only as a Commercial Dwelling Unit in O-3, MU or AC zoning. Stays of 30 days or more are ordinary residential leases. Homes with an Orlando mailing address that sit in unincorporated Orange County follow the county's zoning instead.

What taxes apply to short-term rentals in Orlando?

Stays of six months or less carry Florida's 6% sales tax (§212.03), Orange County's 0.5% discretionary sales surtax (DR-15DSS, 2026) and Orange County's 6% tourist development tax (DR-15TDT). The tourist tax is paid to the county, not the state. Orlando's home-sharing code (§58.990(d)) requires both sales and tourist development taxes to be remitted.

How do I know if my Orlando address is in the city or unincorporated Orange County?

The City of Orlando's short-term rental fact sheet says to look the address up on the Orange County Property Appraiser site (ocpafl.org) and read the Municipality field. If it says Unincorporated, Orange County's zoning applies, not the city's home-sharing rules.

Can I rent my whole Orlando home furnished for a month or more?

Yes. The city's fact sheet treats entire-home rentals of 30 days or more as standard residential rentals, governed by state and federal housing law rather than the home-sharing program. Stays from 30 days up to six months still carry the state sales tax and the county tourist tax.

How many guests can stay in an Orlando home share?

Orlando Code §58.989 caps a single booking at four unrelated persons or two persons per room, whichever is less. The city's home-sharing page adds that no more than half of the bedrooms may be used for guests.
