## Short-term rental and Airbnb management in St. Pete Beach

St. Pete Beach is a separate city from St. Petersburg, with its own Land Development Code and its own way of handling rentals. The code does not use a single citywide minimum stay. It sorts every parcel by zoning district, and the district decides whether a house, a duplex or a condo can take short-stay guests at all.

That makes property management in St. Pete Beach a zoning job before it is a marketing job. We pull the district for each address, check any condo declaration, and only then decide whether a unit should be a nightly vacation rental, a three-stays-a-year seasonal home, or a monthly furnished rental.

## Where guests come from

- **The Gulf beaches.** Pinellas County’s tourism office pictures [St. Pete Beach](https://www.visitstpeteclearwater.com/st-pete-beach) as a white-sand shoreline lined with hotels and cabanas, and resorts such as the Sirata and The Saint are part of its lodging base.
- **Pass-a-Grille.** The southern end of the city has its own zoning overlay in the code, and Pinellas County’s tourism office promotes [Pass-a-Grille Beach](https://www.visitstpeteclearwater.com/st-pete-beach) as a day-trip destination.
- **Fort De Soto Park.** Pinellas County’s largest park, [Fort De Soto](https://pinellas.gov/parks/fort-de-soto-park/), covers 1,136 acres across five interconnected islands in neighboring Tierra Verde.
- **Downtown St. Petersburg.** The [Dalí Museum](https://thedali.org/) and the [St. Pete Pier](https://stpetepier.org/) are across the bay causeways.
- **Air access.** [St. Pete-Clearwater International Airport](https://www.fly2pie.com/) and Tampa International both serve the beach.

## St. Pete Beach short-term rental rules

The code’s [definition of transient occupancy](https://library.municode.com/fl/st._pete_beach/codes/land_development_code?nodeId=CO_DIV2DE_S2.1WOTEPHDE) is occupancy that is temporary, or offered for a term of less than one month more than three times in any consecutive 12-month period.

- **RU-1, RU-2, RLM-1 and RLM-2.** The permitted-use sections for these residential districts, such as [§8.2](https://library.municode.com/fl/st._pete_beach/codes/land_development_code?nodeId=CO_DIV8REDI_S8.2PEPRUSST), say dwellings “shall not be used for transient occupancy.”
- **RM district.** Under [§12.2](https://library.municode.com/fl/st._pete_beach/codes/land_development_code?nodeId=CO_DIV12RMREDI_S12.2PEPRUSST), single-family, two-family and multifamily dwellings may be used for transient occupancy as long as stays of less than 30 days happen no more than three times in any 12-month period on a parcel.
- **Pass-a-Grille overlay.** [Section 20.03](https://library.municode.com/fl/st._pete_beach/codes/land_development_code?nodeId=CO_DIV20PAPAGROVDI_S20.03PEPRUSST) applies the same three-times-a-year limit.
- **Temporary lodging.** In the Community Redevelopment District, [§39.6](https://library.municode.com/fl/st._pete_beach/codes/land_development_code?nodeId=CO_DIV39COREDIGEST_S39.6TELOUSOPOCRELIPR) requires temporary lodging units to be offered for 30 consecutive days or less and licensed like hotels and motels.

The RU, RLM and RM limits come from Ordinances 03-7 and 2004-18, adopted before the June 1, 2011 date in [§509.032(7)(b)](https://www.leg.state.fl.us/Statutes/index.cfm?App_mode=Display_Statute&URL=0500-0599%2F0509%2FSections%2F0509.032.html). Any transient rental also needs a DBPR license under [§509.241](https://www.leg.state.fl.us/Statutes/index.cfm?App_mode=Display_Statute&URL=0500-0599%2F0509%2FSections%2F0509.241.html).

Common questions

## St. Pete Beach vacation rental management — FAQs

Is Airbnb legal in St. Pete Beach?

In limited places. The city's Land Development Code bars transient occupancy in the RU-1, RU-2, RLM-1 and RLM-2 residential districts. In the RM district and the Pass-a-Grille overlay, a home may be used for transient occupancy only if stays under 30 days happen no more than three times in any 12-month period. Nightly stays belong in hotels and temporary lodging units in the districts that allow them.

What taxes apply to short-term rentals in St. Pete Beach?

Florida's 6% sales tax (§212.03), any applicable county discretionary sales surtax, and Pinellas County's 6% tourist development tax (DOR form DR-15TDT, R. 10/26), collected by the county.

What counts as transient occupancy in St. Pete Beach?

The code defines it as occupancy offered or advertised for less than one month more than three times in any consecutive 12-month period. Any stay under a month counts unless it results from the early end of a lease of at least a month or of a month-to-month tenancy.

Does St. Pete Beach have a rental registration program?

We found no vacation rental registration chapter in the city's codes in October 2026. The zoning limits above are what the city enforces, alongside the state DBPR license.

What about monthly or seasonal rentals?

Stays of a month or longer are outside the transient-occupancy definition, so they fit residential districts. We manage them as mid-term rentals, and long-term leases go through licensed broker partners.
