Vacation rental management in WaterColor

WaterColor sits on Scenic Highway 30A in Santa Rosa Beach, beside Seaside. The resort’s own site describes 499 acres bordering a 220-acre dune lake, with footpaths winding through parks and gardens to a boathouse. The same site lists the WaterColor Beach Club and Camp WaterColor among its amenities. Rental homes here are mostly single-family houses and cottages, so the county’s certificate applies to most of them.

Rules that apply to WaterColor rentals

WaterColor is not a city. Walton County names only DeFuniak Springs, Freeport and Paxton as its incorporated municipalities on its municipal listing, so WaterColor follows county rules.

Walton County’s Ordinance 2023-03 requires an annual Short-Term Vacation Rental Certificate for any home rented for under 30 days. Certified homes are limited to one guest per 150 square feet of gross floor area. They need a responsible party who answers 24/7, can reach the home within one hour and checks it weekly, and an exterior sign of up to 18 by 12 inches with the certificate number. The same number must appear in every advertisement. Condominiums are exempt, and homeowners’ associations may apply for a single community certificate; the county’s program page lists $227 per property for that option against $300 for individual registration.

On top of county law sit WaterColor’s own covenants and association rules. They govern design and use, and they can be stricter than the county. Every home also needs the state DBPR vacation rental license.

Taxes

WaterColor shares Santa Rosa Beach’s 32459 ZIP code, which carries Walton County’s 5% tourist development tax on the state’s DR-15TDT chart. The Walton County Clerk’s guide adds Florida’s 6% sales tax and Walton’s 1% surtax for a 12% total on South Walton stays, and counts cleaning fees as taxable.

Nearby

Seaside’s Central Square and shops are a short walk east. Grayton Beach State Park lies to the west, and Western Lake, one of Walton County’s coastal dune lakes, separates the two. Eden Gardens State Park is on the bay side of US 98.

Common Questions

WaterColor STR Management — FAQs

Do WaterColor rentals need a Walton County certificate?

WaterColor is in unincorporated Walton County, so a house rented for under 30 days needs Walton County's annual Short-Term Vacation Rental Certificate under Land Development Code §1.13.16. The ordinance exempts condominiums and lets homeowners' associations apply for one community certificate, which the county prices at $227 per property instead of $300.

What tourist tax applies in WaterColor?

WaterColor uses ZIP code 32459, where the state's DR-15TDT chart applies Walton County's 5% tourist development tax. Florida's 6% sales tax and Walton County's 1% surtax are added on stays of six months or less.

Who sets the rules inside WaterColor?

The county sets the rental certificate rules; the community's own covenants and association rules cover design, amenities and use. We read both before listing a home and follow whichever is stricter.
