Short-term rental and Airbnb management in Pensacola Beach

Pensacola Beach is on Santa Rosa Island, across Santa Rosa Sound from Gulf Breeze. According to the Santa Rosa Island Authority, it covers about 1,474 acres on an eight-mile stretch of the island, and 60% of that land is kept for public use or public service. The other 40% is leased for homes and businesses.

That leasing is what sets property management in Pensacola Beach apart. The Island Authority says land here may not be purchased because of restrictions in the federal deed; the Island Authority instead leases property for periods of up to 99 years. Rental stock is mostly Gulf-front condo towers along Via de Luna Drive and Fort Pickens Road, with single-family homes on the sound side and in the residential streets east of the core.

Where guests come from

The core of the beach is Casino Beach, with the Pensacola Beach Gulf Pier stretching into the Gulf and Quietwater Beach facing the sound. Restaurants, bars and summer concerts cluster in between, close to the Island Authority office at 1 Via de Luna Drive.

West of town, the Fort Pickens Area of Gulf Islands National Seashore has the 1800s brick fort, a campground and long undeveloped beaches. To the east, the seashore’s Santa Rosa Area and Opal Beach separate Pensacola Beach from Navarre Beach. Most guests fly into Pensacola International Airport (PNS) and cross the Pensacola Bay Bridge and the Bob Sikes Bridge to the island. Visitors to Naval Air Station Pensacola and its Blue Angels practices also stay on the beach.

Pensacola Beach short-term rental rules

Florida law sets the base rules. Every vacation rental needs a DBPR vacation rental license, and under §509.032(7)(b) local governments may not prohibit vacation rentals or regulate how long or how often they are rented unless the rule was adopted on or before June 1, 2011.

We did not find an adopted Escambia County or Island Authority registration program for vacation rentals, and we do not claim one. The Island Authority still sits over every property as landlord: it was created by the Legislature in 1947, it grants the leases, and it is funded by lease fees rather than taxes. Each owner’s lease terms and any condo or homeowners’ association rules can limit how a unit is used, so we read both before taking a property on and watch the Island Authority’s board agendas for changes.

Taxes on Pensacola Beach vacation rentals

Rentals of six months or less carry Florida’s 6% sales tax under §212.03 and Escambia County’s 1.5% discretionary sales surtax from the DR-15DSS for 2026.

Escambia County’s 5% tourist development tax appears on the state’s DR-15TDT chart. The county administers it directly, and Escambia County Code Chapter 90, Article II puts collection with the clerk of the circuit court. Lease fees to the Island Authority are separate from these taxes.

How Florida Hosts manages Pensacola Beach rentals

Florida Hosts helps island owners set up the DBPR license and the state and county tax accounts. On Pensacola Beach, our Airbnb management covers the state license, the county tax filings, pricing, listings and 24/7 guest communication, plus clear directions for guests on parking and island access.

Salt air is hard on condos and island homes, and our own cleaning and maintenance staff keep up with it between stays. Short-term rental management is 18–25% of booking revenue, quoted in writing. We also manage mid-term furnished stays and long-term leases, with licensed brokers handling the leasing. Ask for a free rental projection; it comes back within one business day.

The rules

Pensacola Beach vacation rental rules

Florida licenses vacation rentals at state level, and cities, counties and condo or HOA documents can add their own requirements. We check what applies to your Pensacola Beach address — license, registration and building rules — before a single guest books.

Rules change, so always confirm the current position for your address — we will tell you exactly what applies.

  • In Florida, a home rented to guests more than three times in a calendar year for stays of less than 30 consecutive days — or advertised as regularly available for such stays — is a transient public lodging establishment.
    Fla. Stat. §509.013(4)(a)1 (2026)
  • A condominium or cooperative unit, or a house of up to four units, that is a transient public lodging establishment (and not a timeshare) is a "vacation rental" under Florida law.
    Fla. Stat. §509.242(1)(c) (2026)
  • Each public lodging establishment, vacation rentals included, must hold a license from the Division of Hotels and Restaurants of the Florida Department of Business and Professional Regulation (DBPR).
    Fla. Stat. §§509.013(1), 509.241(1) (2026)
  • A Florida local law may not prohibit vacation rentals or regulate how long or how often they are rented — unless that local law was adopted on or before June 1, 2011.

Common questions

Pensacola Beach vacation rental management — FAQs

Is Airbnb legal in Pensacola Beach?

Yes. Every vacation rental needs a Florida DBPR license, and state law bars local rules that ban vacation rentals or regulate their duration or frequency unless adopted by June 1, 2011. We did not find an adopted county or Santa Rosa Island Authority vacation rental registration, so we do not claim one. Each property's lease with the Island Authority and any condo or homeowners' association rules still apply, and we read them before listing.

What taxes apply to short-term rentals in Pensacola Beach?

Stays of six months or less carry Florida's 6% sales tax (§212.03), Escambia County's 1.5% discretionary sales surtax (DR-15DSS, 2026) and Escambia County's 5% tourist development tax (DR-15TDT). Escambia's code assigns collection of the tourist tax to the clerk of the circuit court.

Can I buy land on Pensacola Beach?

Not in the usual sense. The Santa Rosa Island Authority says Pensacola Beach is owned by Escambia County and that, because of restrictions in the federal deed, land may not be purchased; property is leased for periods of up to 99 years. Owners hold a leasehold and pay lease fees to the Island Authority.

Who runs Pensacola Beach?

The Santa Rosa Island Authority, created by the Florida Legislature in 1947, directs Pensacola Beach for Escambia County. It is funded by business and residential lease fees rather than tax revenue, and its office is at 1 Via de Luna Drive.
