  • Opal Beach in Gulf Islands National Seashore to the west
  • Santa Rosa County's 5% tourist development tax, paid to the county clerk

Local vs. national

The Navarre advantage: local knowledge at every level

National platforms run algorithms, not relationships — pricing from national datasets, turnovers by whoever is free, and support with no feel for your market. We price Navarre around its own seasons and events, and our own cleaners and maintenance staff look after the homes.

Short-term rental and Airbnb management in Navarre

Navarre has two halves. On the mainland, single-family homes and townhomes line US 98 and the streets running down to Santa Rosa Sound. Across the Navarre Beach bridge, Navarre Beach sits on Santa Rosa Island, with Gulf-front condos, sound-side houses and shops and restaurants near the pier.

It is not a city. Santa Rosa County’s boundary data lists only the Town of Jay, the City of Milton and the City of Gulf Breeze as incorporated, so Navarre is governed by the county. Property management in Navarre therefore runs on state law, county tax rules and each condo association’s or subdivision’s own documents.

Where guests come from

The Navarre Beach Fishing Pier draws anglers and walkers year-round. Next to it, Navarre Beach Marine Park covers a stretch of beach and sound-side parkland, and the Navarre Beach Sea Turtle Conservation Center runs exhibits and education on the nesting turtles that use this shoreline.

West of Navarre Beach, the Santa Rosa Area of Gulf Islands National Seashore keeps a long stretch of the island undeveloped, with Opal Beach as its main day-use stop. Hurlburt Field and Eglin Air Force Base are a short drive east, which brings military families and visitors on orders. Guests fly into Pensacola International Airport (PNS) or Destin–Fort Walton Beach Airport (VPS), which sit on either side of Navarre.

We could not find a Santa Rosa County ordinance that creates a separate vacation rental registration or certificate, so we do not claim one. What does apply is state law. Every vacation rental needs a DBPR vacation rental license from the Division of Hotels and Restaurants.

Under §509.032(7)(b), a local law may not prohibit vacation rentals or regulate how long or how often they are rented unless it was adopted on or before June 1, 2011. That limit binds governments, not private associations. Condo declarations and subdivision covenants in Navarre can still set minimum stays or restrict rentals, so we read each property’s documents before listing it.

Rules can change, and we check the county’s current code for any new requirement before a home goes live.

Taxes on Navarre vacation rentals

Rentals of six months or less carry Florida’s 6% sales tax under §212.03 and Santa Rosa County’s 1% discretionary sales surtax from the DR-15DSS for 2026.

Santa Rosa County’s tourist development tax is 5% on the state’s DR-15TDT chart, and the county collects it itself. County Code §20-21 says the person receiving the rent collects the tax and remits it to the county clerk, who keeps the records and can enforce collection.

How Florida Hosts manages Navarre rentals

Florida Hosts helps Navarre owners with the DBPR license and the state and county tax accounts. In Navarre our Airbnb management covers the state license, the county clerk filings, pricing, listings and 24/7 guest communication for both beach condos and mainland houses.

Turnovers between Navarre stays are done by our own cleaning and maintenance staff. Short-term rental management is 18–25% of booking revenue, quoted in writing. Owners near the bases can also use our mid-term and long-term rental management, with licensed brokers handling the leasing. Ask for a free rental projection; it comes back within one business day.

The rules

Navarre vacation rental rules

Florida licenses vacation rentals at state level, and cities, counties and condo or HOA documents can add their own requirements. We check what applies to your Navarre address — license, registration and building rules — before a single guest books.

Rules change, so always confirm the current position for your address — we will tell you exactly what applies.

  • In Florida, a home rented to guests more than three times in a calendar year for stays of less than 30 consecutive days — or advertised as regularly available for such stays — is a transient public lodging establishment.
    Fla. Stat. §509.013(4)(a)1 (2026)
  • A condominium or cooperative unit, or a house of up to four units, that is a transient public lodging establishment (and not a timeshare) is a "vacation rental" under Florida law.
    Fla. Stat. §509.242(1)(c) (2026)
  • Each public lodging establishment, vacation rentals included, must hold a license from the Division of Hotels and Restaurants of the Florida Department of Business and Professional Regulation (DBPR).
    Fla. Stat. §§509.013(1), 509.241(1) (2026)
  • A Florida local law may not prohibit vacation rentals or regulate how long or how often they are rented — unless that local law was adopted on or before June 1, 2011.

Common questions

Navarre vacation rental management — FAQs

Is Airbnb legal in Navarre?

Yes. Navarre is not an incorporated city; Santa Rosa County's incorporated places are Milton, Gulf Breeze and Jay, so Navarre falls under county rules and Florida's vacation rental law. Every vacation rental needs a Florida DBPR license, and the state bars local rules that prohibit vacation rentals or limit how long or how often they are rented unless adopted by June 1, 2011. Condo associations and subdivision covenants can still set their own limits.

What taxes apply to short-term rentals in Navarre?

Stays of six months or less carry Florida's 6% sales tax (§212.03), Santa Rosa County's 1% discretionary sales surtax (DR-15DSS, 2026) and Santa Rosa County's 5% tourist development tax (DR-15TDT). County Code §20-21 makes the county clerk responsible for collecting the tourist tax, so it is filed with the county rather than the state.

Is Navarre Beach part of Gulf Islands National Seashore?

No. Navarre Beach is a developed stretch of Santa Rosa Island with homes, condos and county parks. The undeveloped Santa Rosa Area of Gulf Islands National Seashore, which includes Opal Beach, lies between Navarre Beach and Pensacola Beach.

Can I rent my Navarre home for a month at a time?

Yes. Stays of 30 days or more fall outside Florida's vacation rental licensing definition, but rentals of six months or less still owe the state sales tax and the county tourist tax. We manage those mid-term stays alongside annual leases, with licensed brokers handling the leasing.
