Local vs. national

The Panama City Beach advantage: local knowledge at every level

National platforms run algorithms, not relationships — pricing from national datasets, turnovers by whoever is free, and support with no feel for your market. We price Panama City Beach around its own seasons and events, and our own cleaners and maintenance staff look after the homes.

Short-term rental and Airbnb management in Panama City Beach

Panama City Beach stretches along Front Beach Road between St. Andrew Bay and the Walton County line. Most of the rental stock is condos in Gulf-front towers, with single-family beach houses and townhomes on the side streets and around Laguna Beach and Sunnyside to the west. Families book whole weeks in summer, and youth sports tournaments fill rooms on weekends.

Property management in Panama City Beach is mostly about getting a unit certified and keeping it that way. The city treats condos and houses alike: each needs its own certificate, its own fire inspection every year and its own receipt number on the listing. Our Airbnb management carries those steps for the owner.

Where guests come from

St. Andrews State Park sits at the east end of the beach by the jetties, with shuttle boats to Shell Island. Pier Park is the main shopping and dining district, across Front Beach Road from Russell-Fields City Pier, and the M.B. Miller County Pier is farther east. Camp Helen State Park sits at the western edge, where Lake Powell meets the Gulf.

Frank Brown Park is the city’s sports complex for youth tournaments. Visitors fly into Northwest Florida Beaches International Airport (ECP), which the airport describes as 20 minutes from Panama City Beach. Ascension Sacred Heart Bay and HCA Florida Gulf Coast Hospital are across the Hathaway Bridge in Panama City, and Tyndall Air Force Base lies southeast of Panama City.

Panama City Beach short-term rental rules

The city’s Short-Term Rentals page explains Ordinance 1632: every vacation rental inside city limits, including condo units, must hold a valid Vacation Rental Certificate, and renting without one is unlawful. New applicants register on the city’s portal and upload a notarized affidavit, proof of the DBPR vacation rental license, Bay County tourist tax registration and a city Business Tax Receipt. Fire Rescue then inspects the unit, and the unit can keep renting while it waits.

Fees are $250 for a new registration, $150 to re-register each year plus a $75 inspection invoice, $75 for a re-inspection after a failure, and $100 if the inspector is locked out. Inside, the owner posts the maximum occupancy set by Fire Rescue, the responsible party’s phone number, trash days, the nearest hospital, beach flag information, the city’s Leave No Trace rules and an evacuation map. Houses need a street-facing sign; condos use a decal on a door or window. Penalties start at $500 and reach revocation of the certificate for a year.

City Code §14-31 adds a listing rule: no transient residential rental may be offered without a city Business Tax Receipt, and the receipt number must appear on each listing. Fines run from $1,000 for a first violation to $5,000.

Outside city limits, unincorporated Bay County runs a separate certificate under County Code §14-141, with an occupancy of one person per 150 square feet of floor area.

Taxes on Panama City Beach vacation rentals

Rentals of six months or less carry Florida’s 6% sales tax under §212.03 and Bay County’s 1% surtax from the DR-15DSS for 2026. Bay County’s 5% tourist development tax, shown on the state’s DR-15TDT chart, is paid to the county. The Bay County Tax Collector began collecting it on October 1, 2026, taking over from the Clerk.

The city charges its own business tax as well. Code §14-29 taxes retail merchants, a term that §14-1 says includes houses rented to transients, at $10 per $1,000 of gross sales, reported monthly.

How Florida Hosts manages Panama City Beach rentals

Florida Hosts handles the city certificate, the DBPR license and the Bay County tax account for Panama City Beach owners. In Panama City Beach we file the yearly re-registration, meet the fire inspector so there is no lock-out fee, keep the interior postings current and put the receipt number on every listing.

Our own cleaning and maintenance staff turn condos between back-to-back weekly stays, and guests reach us 24/7. Short-term rental management, including Airbnb management, costs 18–25% of booking revenue, quoted in writing. Mid-term furnished stays and long-term leases are available too, with licensed brokers on the leasing side, and a free rental projection comes back within one business day.

Common questions

Panama City Beach vacation rental management — FAQs

Is Airbnb legal in Panama City Beach?

Yes, with a city certificate. The city's Short-Term Rentals page says that under Ordinance 1632 every vacation rental inside city limits, including condo units, must hold a valid Vacation Rental Certificate, and it is unlawful to rent without one. City Code §14-31 also requires a city Business Tax Receipt before a property is offered as a transient residential rental, and the receipt number must appear on each listing.

What taxes apply to short-term rentals in Panama City Beach?

Stays of six months or less carry Florida's 6% sales tax (§212.03), Bay County's 1% discretionary sales surtax (DR-15DSS, 2026) and Bay County's 5% tourist development tax (DR-15TDT). The Bay County Tax Collector took over the tourist tax from the Clerk on October 1, 2026. The city's business tax for merchants, which its code says includes houses rented to transients, is $10 per $1,000 of gross sales.

What does the Panama City Beach rental certificate cost?

The city lists a $250 fee for a new registration and $150 to re-register each year, plus a $75 inspection invoice, a $75 re-inspection fee if a unit fails, and a $100 lock-out fee if the inspector cannot get in. Late renewals add $25 to $100, and after 90 days the unit must apply again as new.

Who sets the maximum occupancy for my Panama City Beach rental?

Panama City Beach Fire Rescue. The city's page says the maximum occupancy is provided after the unit passes its fire inspection, and it must be posted inside with the responsible party's contact details, trash days, the nearest hospital and beach flag information.

My condo is just outside city limits. Which rules apply?

Unincorporated Bay County has its own short-term vacation rental certificate under Bay County Code §14-141, with renewals due by October 1. The city's page links to a ward map so owners can check which side of the line a property sits on.
