Panama City Beach, FL

Why Panama City Beach — and what it means for your property

Airbnb and short-term rental management in Panama City Beach, built around the city's Vacation Rental Certificate, its yearly fire inspection and Bay County's 5% tourist tax.

Panama City Beach sits in Bay County, which sets much of the regulatory and tax picture for property here. We track those rules per address rather than per city, because they rarely stop neatly at a city line.

What stands out about Panama City Beach

  • Vacation Rental Certificate and annual fire inspection for every unit, condos included
  • City business tax receipt number required on every online listing
  • St. Andrews State Park, Pier Park and two Gulf fishing piers
  • Northwest Florida Beaches International Airport (ECP) about 20 minutes away
  • Bay County's 5% tourist development tax, now collected by the Tax Collector

How short-term rental management works in Panama City Beach

What short-term rental management actually covers

Short-term rental management means someone else runs the business your home has become: the listing, the price of every night, every guest message, every turnover, every repair and every statement. Done properly it is a full-time operation — which is exactly why most owners hand it over.

We have hosted short-term rentals since 2016 and manage 350+ homes across Florida. Cleaning and maintenance are done by our own staff, not a rotating list of strangers, and guest communication runs around the clock.

Pricing every night, not once a season

Florida demand moves with snowbird season, spring break, school holidays, festivals, race weeks and summer on the Gulf and the Panhandle. A rate set once leaves money behind on the busy nights and empty nights in the quiet weeks.

We review your calendar daily and price each night around real demand, the competing homes near you and the events coming up — then check the result in your monthly statement.

What short-term rental management looks like in Panama City Beach specifically

Panama City Beach certifies every vacation rental inside city limits, condo units included, under Ordinance 1632. New applicants upload a notarized affidavit, a DBPR license, Bay County tourist tax registration and a city Business Tax Receipt; Fire Rescue then inspects the unit and sets its maximum occupancy, and the unit may keep renting while it waits for the inspection.

The cycle repeats every year. The city lists $250 for a new registration, $150 to re-register plus a $75 inspection invoice, $75 for a re-inspection after a failed one, and a $100 lock-out fee if the inspector cannot get in; occupied units need an escort. Renewals that are late by more than 90 days lose renewal eligibility and must apply again as new.

Inside, the owner posts the address, the responsible party’s number, the occupancy set by Fire Rescue, trash days, the nearest hospital, beach flag information, the city’s Leave No Trace rules and an evacuation map. Single-family homes put a sign facing the street; condos use a decal on an exterior door or window.

Want the whole property handled, not just short-term rental management? Panama City Beach property management covers short-term, long-term and everything between — one team, one point of contact.

Panama City Beach questions

Owning and renting in Panama City Beach

Is Airbnb legal in Panama City Beach?

Yes, with a city certificate. The city's Short-Term Rentals page says that under Ordinance 1632 every vacation rental inside city limits, including condo units, must hold a valid Vacation Rental Certificate, and it is unlawful to rent without one. City Code §14-31 also requires a city Business Tax Receipt before a property is offered as a transient residential rental, and the receipt number must appear on each listing.

What taxes apply to short-term rentals in Panama City Beach?

Stays of six months or less carry Florida's 6% sales tax (§212.03), Bay County's 1% discretionary sales surtax (DR-15DSS, 2026) and Bay County's 5% tourist development tax (DR-15TDT). The Bay County Tax Collector took over the tourist tax from the Clerk on October 1, 2026. The city's business tax for merchants, which its code says includes houses rented to transients, is $10 per $1,000 of gross sales.

Who sets the maximum occupancy for my Panama City Beach rental?

Panama City Beach Fire Rescue. The city's page says the maximum occupancy is provided after the unit passes its fire inspection, and it must be posted inside with the responsible party's contact details, trash days, the nearest hospital and beach flag information.
