Short-term rental and Airbnb management in Holmes Beach

Holmes Beach is one of three cities on Anna Maria Island, along with Anna Maria to the north and Bradenton Beach to the south. It was incorporated in 1950 and has its own Code of Ordinances and Land Development Code, both of which matter to owners.

Rentals here are licensed property by property. Property management in Holmes Beach means holding a current vacation rental certificate, matching every listing to that certificate, and booking only the minimum stay the zone allows. A home in R-2 can take weekly vacation rental guests; a home in R-1 needs stays of 30 days or more.

Where guests come from

  • Manatee Public Beach. Manatee County runs Manatee Public Beach at State Road 64 and Gulf Drive in Holmes Beach.
  • The island trolley. The free Anna Maria Island Trolley runs along Gulf Drive between the Anna Maria City Pier and Coquina Beach every 20 minutes, from 6 a.m. to 10:30 p.m., seven days a week.
  • Sea turtles. The city promotes Anna Maria Island Turtle Watch & Shorebird Monitoring’s 2026 Turtle Talks series.
  • Bradenton Beach and Anna Maria. Bridge Street and the Anna Maria City Pier are both stops on the same trolley route.
  • Air access. Sarasota Bradenton International Airport is the closest airport, with Tampa International farther north.

Holmes Beach short-term rental rules

The city’s Vacation Rental Certificates page says a certificate is required for all rental properties in the city, and that the city no longer requires a separate rental business tax receipt. It sets minimum rental periods by zoning district:

  • R-1 and R-1AA: 30 consecutive days, rented no more than once in any 30-day period.
  • R-2, R-3 and R-4: seven consecutive days, rented no more than once in any seven-day period, apart from certain grandfathered hotels.
  • A-1: daily rentals.

Chapter 4 of the Code of Ordinances adds the operating rules. Maximum overnight occupancy is six people or two per bedroom, whichever is greater. Each rental needs one on-site parking space per bedroom, working smoke and carbon monoxide alarms, and pool safety measures. Advertising must state the maximum occupancy, parking, minimum stay and certificate number. A certificate is valid for two years after a satisfactory inspection.

On top of the city certificate, a transient rental needs a state DBPR license under §509.241.

Taxes on Holmes Beach vacation rentals

Stays of six months or less owe Florida’s 6% sales tax under §212.03 and any applicable county discretionary sales surtax. Manatee County’s tourist development tax is 6% on the DR-15TDT chart (R. 10/26), which lists it as collected by the county, not the Department of Revenue.
