About the region
Owning a rental in Tampa Bay
Owning a rental around Tampa Bay means working with three counties and a long list of city codes. Hillsborough, Pinellas and Manatee all charge a 6% tourist development tax and collect it themselves, but the rules on how short a stay can be change at almost every city line. Tampa has no city registration chapter. St. Petersburg allows three stays under 30 days a year. Clearwater requires 31 days on residential property, Dunedin 90 days, and Madeira Beach up to six months in its R-1 district. Indian Rocks Beach and the two Anna Maria Island cities, Holmes Beach and Bradenton Beach, license rentals one property at a time. Florida Hosts manages short-term, Airbnb, mid-term and long-term rentals across the region, with its own cleaning and maintenance staff and 24/7 guest communication. We check every address against its city code before a listing goes live, and where nightly stays are not allowed we set the home up for monthly or annual tenants.
One tax rate, three county tax offices
Every stay of six months or less owes Florida's 6% sales tax under §212.03, plus any applicable county discretionary sales surtax. On top of that, the Department of Revenue's DR-15TDT chart (R. 10/26) lists a 6% tourist development tax in Hillsborough, Pinellas and Manatee counties, each marked as collected by the county rather than the state.
That means two filings for most rentals: state tax to the Department of Revenue and tourist tax to the county. Monthly furnished stays are not exempt, since the six-month line in the statute is what matters.
Pinellas beach towns each write their own rules
St. Pete Beach bars transient occupancy in its RU and RLM residential districts and allows three short stays a year in RM and the Pass-a-Grille overlay. Treasure Island permits tourist dwellings in its RFM-30, RFH-50 and CG districts. Madeira Beach bans rentals under six months in R-1 and under three months in R-2, and lists vacation rentals as a permitted use in R-3.
Indian Rocks Beach takes the opposite approach: short-term rentals are permitted in its residential districts, with yearly registration, inspection, a one-hour complaint response rule and an occupancy cap of 10, or 12 in the CT district. In unincorporated Pinellas, a county certificate of use has been required since March 25, 2025.
Anna Maria Island: two cities, two systems
Holmes Beach requires a vacation rental certificate for every rental property, renewed every two years, with minimum stays of 30 days in R-1 and R-1AA and seven days in R-2 through R-4. Bradenton Beach does not set minimum stays; it requires a DBPR license, a business tax receipt and a city TPLE license, and caps occupancy at the certificate of occupancy or DBPR license.
Manatee County's free Anna Maria Island Trolley runs Gulf Drive between the Anna Maria City Pier and Coquina Beach every 20 minutes, linking both cities' beaches.
Where monthly rentals fit
In St. Petersburg, mainland Clearwater and Dunedin's residential neighborhoods, the legal furnished option is a stay of 30, 31 or 90 days or more. Hospitals give those stays a real market: Tampa General Hospital and Moffitt Cancer Center in Tampa, Johns Hopkins All Children's and St. Anthony's in St. Petersburg, and Morton Plant in Clearwater.
Cities we manage
Property management across Tampa Bay
Each city has its own rules, seasons and guests. Pick yours for the local detail.
Tampa
Tampa rentals serve cruise passengers at Port Tampa Bay, families heading to Busch Gardens, and the doctors, nurses and patients who come to Tampa General, Moffitt and USF Health.
ExploreClearwater Beach
Clearwater Beach is part of the City of Clearwater.
ExploreSt. Petersburg
St. Petersburg limits homes to three stays under 30 days a year, so most owners here earn from monthly furnished rentals near the hospitals, the Dalí and the St. Pete Pier.
ExploreSt. Pete Beach
St. Pete Beach writes its rental rules district by district: no transient use in the RU and RLM zones, three short stays a year in RM and Pass-a-Grille, and hotels and resort condos for nightly guests.
ExploreHolmes Beach
Holmes Beach, in the middle of Anna Maria Island, requires a vacation rental certificate for every rental and sets minimum stays by zone: 30 days in R-1, seven nights in R-2 to R-4.
ExploreTreasure Island
Treasure Island allows tourist dwellings in its resort and commercial zoning districts, while its single-family RU-75 and multifamily RM-15 districts do not list them as a permitted use.
ExploreMadeira Beach
Madeira Beach bans rentals under six months in R-1 and under three months in R-2, and lists vacation rentals as a permitted use in its R-3 medium-density district near John's Pass.
ExploreIndian Rocks Beach
Indian Rocks Beach allows vacation rentals in its residential districts but requires yearly city registration, inspections, and occupancy caps of 10 guests, or 12 in the CT district.
ExploreClearwater
Mainland Clearwater has spring training, Morton Plant Hospital and a rebuilt downtown waterfront, but its residential zones require rentals of at least 31 days or one calendar month.
ExploreBradenton Beach
Bradenton Beach, on Anna Maria Island, permits transient rentals once a property holds a state DBPR license, a city business tax receipt and a city TPLE license.
ExploreDunedin
Dunedin keeps rentals under three months out of its residential neighborhoods, so short stays here belong in the tourist, business and downtown districts, and seasonal leases fill the rest.
ExploreTarpon Springs
Tarpon Springs regulates short stays through its zoning code: a tourist home is permitted in the Resort Residential district and a conditional use in the RM and RO districts.

Common questions
Tampa Bay property management — FAQs
What is the tourist tax on Tampa Bay vacation rentals?
Hillsborough, Pinellas and Manatee counties each levy a 6% tourist development tax on rentals of six months or less, collected by the county (DOR DR-15TDT, R. 10/26). Florida's 6% state sales tax and any applicable county discretionary sales surtax apply on top.
Where in Tampa Bay can I run a nightly Airbnb?
It depends on the city and the parcel. Tampa has no city registration chapter; Indian Rocks Beach permits rentals in residential districts with registration; Holmes Beach allows weekly stays in R-2 to R-4; Bradenton Beach licenses each property. Clearwater Beach's Tourist District, Treasure Island's resort districts and Madeira Beach's R-3 district allow tourist use. St. Petersburg, Dunedin and residential Clearwater limit short stays heavily.
Are Florida cities allowed to restrict vacation rentals?
Section 509.032(7)(b) bars local laws that prohibit vacation rentals or regulate their duration or frequency, unless the law was adopted on or before June 1, 2011. Several Tampa Bay rules, including St. Petersburg's, Clearwater's and Dunedin's, date from before that cutoff.
Is Clearwater Beach a separate city?
No. Clearwater Beach is part of the City of Clearwater, so the city's Community Development Code applies: overnight accommodations belong in the Tourist District, and residentially zoned property requires rentals of at least 31 days or one calendar month.
