Short-term rental and Airbnb management in St. Petersburg

St. Petersburg restricts nightly rentals more than many buyers expect, and owners should know that before they buy. The city’s rule caps stays of under 30 days at three per year for a residential property, so a typical house or condo cannot run as a weekend vacation rental.

What does work is the furnished monthly stay. Property management in St. Petersburg for most of our owners means 30-day-plus bookings, priced and screened the same way as a nightly listing, with the same cleaning and guest care. Where a building is a licensed hotel or condo-hotel, we can also provide short-term rental management for nightly guests.

Where guests come from

St. Petersburg short-term rental rules

The city’s Transient Accommodation Uses handout states the core rule plainly: a residential property may be rented for less than 30 days only three times within any consecutive 365-day period. Beyond that, the property must operate as a licensed hotel or motel or be located within an approved Resort Facilities Overlay. The handout notes that no location in the city had that overlay yet, and that applying is a Future Land Use Map amendment with several public hearings.

The Land Development Regulations define “month” as 30 consecutive days or one calendar month, whichever is less. The handout also explains that the city’s rules predate June 1, 2011, so they are grandfathered under §509.032(7)(b), which otherwise stops local governments from limiting rental duration or frequency.

Any rental that does qualify as transient lodging also needs a DBPR license under §509.241. Condo and HOA documents can be stricter than the city.

Taxes on St. Petersburg vacation rentals

Any stay of six months or less, including a 30-to-180-night furnished rental, owes Florida’s 6% sales tax under §212.03 and any applicable county discretionary sales surtax. Pinellas County adds a 6% tourist development tax (§125.0104), which the DR-15TDT chart (R. 10/26) lists as collected by the county.

How Florida Hosts manages St. Petersburg rentals

In St. Petersburg we set each home up for the stay length the code allows, and plan bookings so a property stays inside the three-short-stays limit.

Monthly guests get the same 24/7 communication and our own cleaning and maintenance crews. Where nightly hosting is legal, our Airbnb management fee is 18–25% of booking revenue, quoted in writing. Long-term leases run through licensed broker partners. Request a free rental projection and we will reply within one business day.

The rules

St. Petersburg vacation rental rules

St. Petersburg allows a residential property to be rented for less than 30 days no more than three times in any consecutive 365-day period. Above that, the use counts as a transient accommodation use, which must operate as a licensed hotel or motel or be inside an approved Resort Facilities Overlay. The city's Land Development Regulations treat residential uses as those available monthly or longer, or for shorter terms three or fewer times in 365 days.

Rules change, so always confirm the current position for your address — we will tell you exactly what applies.

  • In Florida, a home rented to guests more than three times in a calendar year for stays of less than 30 consecutive days — or advertised as regularly available for such stays — is a transient public lodging establishment.
    Fla. Stat. §509.013(4)(a)1 (2026)
  • A condominium or cooperative unit, or a house of up to four units, that is a transient public lodging establishment (and not a timeshare) is a "vacation rental" under Florida law.
    Fla. Stat. §509.242(1)(c) (2026)
  • Each public lodging establishment, vacation rentals included, must hold a license from the Division of Hotels and Restaurants of the Florida Department of Business and Professional Regulation (DBPR).
    Fla. Stat. §§509.013(1), 509.241(1) (2026)
  • A Florida local law may not prohibit vacation rentals or regulate how long or how often they are rented — unless that local law was adopted on or before June 1, 2011.

Common questions

St. Petersburg vacation rental management — FAQs

Is Airbnb legal in St. Petersburg?

Only within limits. The city's 2023 handout on transient accommodation uses says a residential property may be rented for under 30 days no more than three times in any consecutive 365-day period. More frequent short stays must operate as a licensed hotel or motel or sit within an approved Resort Facilities Overlay, and the same handout says no property had that overlay yet. Rentals of 30 days or more are not counted as transient accommodation.

What taxes apply to short-term rentals in St. Petersburg?

Stays of six months or less owe Florida's 6% sales tax (§212.03), any applicable county discretionary sales surtax, and Pinellas County's 6% tourist development tax (DOR form DR-15TDT, R. 10/26), which is collected by the county.

Why is St. Petersburg different from St. Pete Beach?

They are separate cities with separate codes. St. Petersburg's rule is the three-stays-per-365-days limit in its Land Development Regulations; St. Pete Beach writes its own zoning rules district by district.

What kind of rental works best for a St. Petersburg home?

For most homes, a furnished stay of 30 days or more. That keeps the property outside the city's transient accommodation definition and suits hospital staff, visiting families and people between homes.

Do you manage long-term leases in St. Petersburg?

Yes. Annual leases are arranged with licensed broker partners, and our own staff handle maintenance.
