Pinellas County · Gulf beach towns where every city writes its own rental rules
Vacation Rental & Airbnb Management in Pinellas County, FL
Pinellas County is the peninsula between Tampa Bay and the Gulf, and most of the towns we cover write their own short-term rental rules. St. Petersburg allows three short stays a year, Clearwater requires 31 days in residential zones, Dunedin requires three months, and Indian Rocks Beach runs a registration and occupancy program. Florida Hosts manages short-term, Airbnb, mid-term and long-term rentals across the county, checks each address against its city code before listing, and backs every stay with its own cleaning and maintenance staff.

Pinellas County
Where we manage in and around Pinellas County
Each Pinellas County city brings its own demand profile and guest mix. Pick yours for its own rules, taxes and guests.
St. Petersburg
St. Petersburg limits homes to three stays under 30 days a year, so most owners here earn from monthly furnished rentals near the hospitals, the Dalí and the St. Pete Pier.
ExploreClearwater
Mainland Clearwater has spring training, Morton Plant Hospital and a rebuilt downtown waterfront, but its residential zones require rentals of at least 31 days or one calendar month.
ExploreClearwater Beach
Clearwater Beach is part of the City of Clearwater.
ExploreSt. Pete Beach
St. Pete Beach writes its rental rules district by district: no transient use in the RU and RLM zones, three short stays a year in RM and Pass-a-Grille, and hotels and resort condos for nightly guests.
ExploreTreasure Island
Treasure Island allows tourist dwellings in its resort and commercial zoning districts, while its single-family RU-75 and multifamily RM-15 districts do not list them as a permitted use.
ExploreMadeira Beach
Madeira Beach bans rentals under six months in R-1 and under three months in R-2, and lists vacation rentals as a permitted use in its R-3 medium-density district near John's Pass.
ExploreIndian Rocks Beach
Indian Rocks Beach allows vacation rentals in its residential districts but requires yearly city registration, inspections, and occupancy caps of 10 guests, or 12 in the CT district.
ExploreDunedin
Dunedin keeps rentals under three months out of its residential neighborhoods, so short stays here belong in the tourist, business and downtown districts, and seasonal leases fill the rest.
ExploreTarpon Springs
Tarpon Springs regulates short stays through its zoning code: a tourist home is permitted in the Resort Residential district and a conditional use in the RM and RO districts.
ExploreHillsborough County
Hillsborough County is the Tampa side of the bay, and its rental guests include cruise passengers sailing from Port Tampa Bay, families of patients at Tampa General Hospital and Moffitt Cancer Center, and visitors to the University of South Florida and Busch Gardens Tampa Bay.
ExploreManatee County
Our Manatee County coverage is Anna Maria Island, where Holmes Beach and Bradenton Beach each run their own licensing.
ExploreLocal vs. national
The Pinellas County advantage: local knowledge at every level
A national platform prices Pinellas County from a spreadsheet and sends whoever is free to turn the unit. We work it address by address: which city or county code applies, which tax accounts the stay needs, and our own cleaning and maintenance staff on every turnover, with guests able to reach us 24/7.

Regulatory compliance
Pinellas County short-term rental rules
Rules change at every city line. In unincorporated Pinellas, Ordinance 25-9 (March 25, 2025) requires a short-term rental certificate of use, renewed yearly, with a county inspection before first issuance and every two years after; occupancy is capped at two per bedroom plus two in a common area, up to ten, with quiet hours from 10 p.m. to 9 a.m. Inside cities, local codes govern: St. Pete Beach, Madeira Beach, Dunedin and Clearwater restrict short stays by zoning district, while Indian Rocks Beach registers and inspects each rental. Every vacation rental also needs a DBPR license.
Always confirm the latest rules with the relevant local authority before listing — we'll point you to exactly what applies to your property.

Yes. Under Land Development Code §138-3232, as amended March 25, 2025, any unit rented more than three times a year for 30 days or less needs a county short-term rental certificate of use, valid for one year, with an inspection before first issuance and every two years at renewal.
Which Pinellas cities allow nightly rentals in residential neighborhoods?
Of the cities we cover, Indian Rocks Beach permits short-term vacation rentals in its residential districts with registration. St. Petersburg limits short stays to three a year, Clearwater requires 31 days on residential property, Dunedin requires three months, and St. Pete Beach, Madeira Beach and Treasure Island steer nightly rentals to resort, tourist or medium-density districts.
