Short-term rental and Airbnb management in Tarpon Springs

We found no separate vacation rental ordinance in the Tarpon Springs code in October 2026. Instead, its zoning code uses the “tourist home”: a single-family detached house that lodges visitors staying six weeks or less. Whether a house can be one depends on its district, and in some districts on a conditional use approval.

That makes property management in Tarpon Springs a careful, address-by-address job. A home in the Resort Residential district can run as a vacation rental without a minimum stay. A home in the RM or RO districts needs a conditional use and has to be 1,200 feet from the nearest existing tourist home. Homes in the single-family districts are better suited to monthly or annual tenants.

Where guests come from

  • The Sponge Docks. The city’s zoning code describes the Sponge Dock area along the Anclote River, where its Waterfront Development District supports tourist-oriented development along Dodecanese Boulevard, and Pinellas County’s tourism office features the sponge docks and sponge divers.
  • Epiphany. On January 6, St. Nicholas Greek Orthodox Cathedral leads a procession to Spring Bayou, where young men dive for a cross thrown into the water, a tradition the county’s tourism office says has run for over a century.
  • Fred Howard Park. Pinellas County’s Fred Howard Park covers 155 acres, with a one-mile causeway out to a Gulf beach.
  • Anclote Key. The county’s tourism office promotes trips out to Anclote Key’s beaches.
  • Air access. Tampa International and St. Pete-Clearwater International are the nearest airports.

Tarpon Springs short-term rental rules

The definitions in §241.00 set two tests. A “transient accommodation use” is a property offered or occupied for less than one month more than three times in any consecutive 12 months. A “tourist home” is a single-family detached dwelling whose main use is lodging transient residents, defined as visitors who stay six weeks or less and do not live, work or study in the community. Outside the Resort Residential district, a tourist home may not be within 1,200 feet of an existing one.

The district rules then decide where tourist homes can go:

  • Resort Residential. Section 25.09 permits tourist homes in single-family, attached, duplex or semi-detached units, with no spacing rule, no minimum or maximum stay, and one off-street parking space per bedroom.
  • RM and RO. The RM district and the RO Residential Office district list tourist homes as a conditional use.
  • Single-family districts. R-100, R-100A, R-70A, R-60 and R-70 do not list tourist homes.

The state license from DBPR under §509.241 applies on top of these city rules.

Taxes on Tarpon Springs vacation rentals

Rentals of six months or less owe Florida’s 6% sales tax under §212.03 plus any applicable county discretionary sales surtax. Pinellas County’s 6% tourist development tax (§125.0104) is filed with the county, per the DR-15TDT chart (R. 10/26).

Common questions

Tarpon Springs vacation rental management — FAQs

Is Airbnb legal in Tarpon Springs?

It depends on zoning. The city's code defines a tourist home as a single-family detached dwelling that provides temporary lodging to transient residents staying six weeks or less. Tourist homes are a permitted use in the Resort Residential district and a conditional use in the RM and RO districts; the single-family residential districts do not list them. Outside Resort Residential, a new tourist home must be at least 1,200 feet from an existing one.

What taxes apply to short-term rentals in Tarpon Springs?

Florida's 6% sales tax (§212.03), any applicable county discretionary sales surtax, and Pinellas County's 6% tourist development tax (DOR form DR-15TDT, R. 10/26), collected by the county.

What counts as a transient accommodation use in Tarpon Springs?

A property whose units are offered or occupied for less than one month more than three times in any consecutive 12-month period, regardless of ownership form.

Are there special rules in the Resort Residential district?

Yes. Tourist homes there have no spacing rule and no minimum or maximum length of stay, and they need at least one off-street parking space per bedroom.

What if my home is in a single-family district?

Then renting monthly or longer is the practical route. We manage furnished stays of 30 days or more and, with licensed broker partners, annual leases.
