Short-term rental and Airbnb management in Rosemary Beach

Rosemary Beach describes itself as sitting at the eastern end of Scenic Route 30A, between Panama City and Destin, and its official site credits the town plan to Andres Duany and Elizabeth Plater-Zyberk. The result is a walkable grid of narrow streets around a town center of shops and restaurants. It is not a city. Walton County’s municipal listing names only DeFuniak Springs, Freeport and Paxton, so Rosemary Beach is governed as unincorporated county land.

Rental homes here are mostly townhouses, carriage houses and single-family cottages built to the town’s architectural code. Property management in Rosemary Beach means working inside both the county’s certificate and the community’s own covenants and rental policies.

Where guests come from

The town’s amenities are part of the stay. The official site lists four community pools, a racquet club and a fitness center for owners and guests. Next door are Alys Beach to the west and Inlet Beach to the east, and Camp Helen State Park sits just across the Bay County line where Lake Powell, one of the area’s coastal dune lakes, opens to the Gulf.

Being at the east end of 30A puts Rosemary Beach on the Northwest Florida Beaches International Airport (ECP) side of the coast, the airport that serves Panama City Beach. The Pier Park shopping district in Panama City Beach is a short drive east, and Ascension Sacred Heart Emerald Coast in Miramar Beach is the nearest Walton County hospital.

Rosemary Beach short-term rental rules

Walton County’s Ordinance 2023-03 requires a Short-Term Vacation Rental Certificate for each home rented for under 30 days, renewed every year and obtained before the home is advertised. Condominiums are exempt. Cooperatives and homeowners’ associations may elect a community certificate for the whole community or the units they control, which the county’s program page prices at $227 per property against $300 for an individual registration.

Certified homes follow the county standards: one guest per 150 square feet of gross floor area, a responsible party who answers 24/7, reaches the home within one hour and checks it weekly, and an exterior sign up to 18 by 12 inches showing that contact and the certificate number. Houses with three or more occupied floors post an evacuation map beside each bedroom door on the upper floors, a rule that matters for the town’s taller townhouses.

The community’s covenants are a separate layer. We read the recorded documents and current rental policies for each property before listing, and the state DBPR vacation rental license is required as well.

Taxes on Rosemary Beach vacation rentals

Rentals of six months or less carry Florida’s 6% sales tax under §212.03 and Walton County’s 1% surtax from the DR-15DSS for 2026.

Walton County’s 5% tourist development tax applies to ZIP code 32461 under the state’s DR-15TDT chart. The Walton County Clerk’s guide treats the area as South Walton and adds that the tax is owed even on stays for friends and family or bookings that only charge a cleaning fee.

How Florida Hosts manages Rosemary Beach rentals

Florida Hosts takes care of licensing and registration, including the DBPR license and the Walton County tax account. In Rosemary Beach our Airbnb management covers the county certificate, the community’s rental requirements, amenity access for guests, pricing and 24/7 guest communication.

Townhouses on narrow lots need careful turnovers, and our own cleaning and maintenance staff handle them. Short-term rental management is 18–25% of booking revenue, quoted in writing. We also manage mid-term furnished stays and long-term leases with licensed brokers on the leasing, and a free rental projection comes back within one business day.

Common questions

Rosemary Beach vacation rental management — FAQs

Is Airbnb legal in Rosemary Beach?

Yes, subject to county and community rules. Rosemary Beach is not a city; it is a private planned community in unincorporated Walton County, so the county's Land Development Code §1.13.16 requires a Short-Term Vacation Rental Certificate, renewed every year, for a home rented for under 30 days. The community's recorded covenants also apply, and a Florida DBPR vacation rental license is required.

What taxes apply to short-term rentals in Rosemary Beach?

Stays of six months or less carry Florida's 6% sales tax (§212.03), Walton County's 1% discretionary sales surtax (DR-15DSS, 2026) and Walton County's 5% tourist development tax, which DR-15TDT applies to ZIP code 32461. The Walton County Clerk collects the tourist tax.

Is Rosemary Beach in Walton County or Bay County?

Walton County. It sits just west of the Bay County line at Inlet Beach, so Walton's certificate and Walton's tax apply. Panama City Beach's city rules and Bay County's tourist tax do not.

Can an HOA in Rosemary Beach get one certificate for every home?

Walton County's ordinance lets cooperatives and homeowners' associations elect to apply for a community certificate covering the community or the units under their control. The county lists the community rate at $227 per property against $300 for individual registration.
