Short-term rental and Airbnb management in Naples

The City of Naples is the small, older core of a much larger area that shares its name. Inside city limits are Old Naples around the pier, Port Royal and Aqualane Shores on the water, and Park Shore and the Moorings to the north, with beachfront condominium towers along Gulf Shore Boulevard. Much of what people call Naples, from Pelican Bay to the golf communities east of I-75, is unincorporated Collier County.

That boundary matters because the city has a firm rule for houses. Single-family homes in the City of Naples rent for 30 days or longer, with only three shorter stays allowed a year and none advertised. Property management in Naples is therefore largely seasonal: furnished homes let by the month or the season to winter residents, plus short-term rental management for condos and properties in districts where transient lodging is allowed.

Where guests come from

Seasonal residents who want a month or more in town are the guests the city’s rules are built around. Downtown has two walkable shopping and dining streets, Fifth Avenue South and Third Street South, a few blocks from the Gulf and the Naples Pier. Naples Botanical Garden on Bayshore Drive and the Rookery Bay National Estuarine Research Reserve, south of the city on Tower Road, add days out.

Medical stays are steady. The NCH Healthcare System runs Baker Hospital in downtown Naples, and families of patients look for furnished rentals of a month or more. Private flyers use Naples Airport, run by the City of Naples Airport Authority, while most visitors arrive through Southwest Florida International Airport (RSW) to the north.

Naples short-term rental rules

The city’s own FAQ on short-term rentals sets out the rule for single-family homes: rental terms must be 30 days or longer, except that three times per calendar year a property may be rented for less than 30 days, and a property may not be advertised as available for rentals of less than 30 days.

The reason sits in the definitions. City Code §44-8 says a transient lodging facility includes a dwelling rented to guests more than three times in a calendar year for periods of less than 30 days or one calendar month, or one advertised or held out as regularly rented for such periods. The zoning code lists transient lodging facilities in certain districts only, such as the R3T multifamily districts as a conditional use and some commercial districts, so a house in a single-family zone that crosses that line is operating a use its zoning does not allow.

Condominium buildings carry their own leasing rules, which can be stricter than the city’s, so we read the declaration before taking on any condo. The state DBPR license under §509.241 applies to any unit rented as a vacation rental.

Taxes on Naples vacation rentals

Every rental of six months or less, including a one-month winter stay, owes Florida’s 6% sales tax under §212.03 and any county discretionary sales surtax. Collier County adds a 5% tourist development tax under §125.0104, which the Department of Revenue’s DR-15TDT lists as collected by the county.

How Florida Hosts manages Naples rentals

Florida Hosts helps Naples owners with the DBPR license and Collier County tourist tax account wherever a rental needs them. For Naples owners we confirm whether the home is in the city, set 30-night minimums on single-family listings, track the three permitted short stays each year, and market monthly and seasonal stays to winter residents. Our cleaning and maintenance staff prepare homes between seasons, and guests and owners reach us 24/7.

Short-term and Airbnb management is 18–25% of booking revenue, quoted in writing, and the free rental projection comes back within one business day. Mid-term furnished rentals, which suit the city’s 30-day rule, and long-term annual leases are also available, with licensed brokers handling the leasing.

The rules

Naples vacation rental rules

The City of Naples states that single-family homes must be rented for terms of 30 days or longer, except that a property may be rented for less than 30 days three times per calendar year, and a property may not be advertised as available for rentals under 30 days. City Code §44-8 defines a transient lodging facility to include a dwelling rented to guests more than three times in a calendar year for less than 30 days or one calendar month, or advertised as regularly rented for such periods; the zoning code lists transient lodging only in certain multifamily (R3T) and commercial districts.

  • In Florida, a home rented to guests more than three times in a calendar year for stays of less than 30 consecutive days — or advertised as regularly available for such stays — is a transient public lodging establishment.
    Fla. Stat. §509.013(4)(a)1 (2026)
  • A condominium or cooperative unit, or a house of up to four units, that is a transient public lodging establishment (and not a timeshare) is a "vacation rental" under Florida law.
    Fla. Stat. §509.242(1)(c) (2026)
  • Each public lodging establishment, vacation rentals included, must hold a license from the Division of Hotels and Restaurants of the Florida Department of Business and Professional Regulation (DBPR).
    Fla. Stat. §§509.013(1), 509.241(1) (2026)
  • A Florida local law may not prohibit vacation rentals or regulate how long or how often they are rented — unless that local law was adopted on or before June 1, 2011.

Common questions

Naples vacation rental management — FAQs

Is Airbnb legal in Naples?

Only with limits. The City of Naples says single-family homes must be rented for terms of 30 days or longer, except that three times per calendar year a property may be rented for less than 30 days, and a property may not be advertised as available for rentals under 30 days. A dwelling rented to guests more than three times a year for under 30 days is a transient lodging facility under the city code, which the zoning code lists only in certain multifamily and commercial districts. Homes outside city limits in unincorporated Collier County follow county rules instead.

What taxes apply to short-term rentals in Naples?

Stays of six months or less owe Florida's 6% sales tax (§212.03) plus any county discretionary sales surtax, and Collier County's 5% tourist development tax (DOR DR-15TDT), which Collier County collects directly. That includes monthly and seasonal rentals.

Can I list my Naples home on Airbnb with a 30-night minimum?

Yes. A listing with a minimum stay of 30 nights or more fits the city's rule for single-family homes, and the three shorter stays the city allows each year cannot be advertised, so they only come from direct requests. We set and police that minimum on every channel.

Does my Naples address mean city rules apply?

Not always. Many homes with a Naples mailing address are in unincorporated Collier County. We check whether the parcel is inside the City of Naples before advising on any rental plan.

What does rental management in Naples cost?

Our short-term and Airbnb management fee is 18–25% of booking revenue, quoted in writing. A free rental projection comes back within one business day.
